Name the capital of a country that, when said out loud, sounds like a three-word phrase. This phrase might describe the reason why the police did not catch a barefoot thief. What is the capital, and what is the reason?The answer is a howlingly bad pun: Port-au-Prince (capital of Haiti) becomes POOR TOE PRINTS. The idea being that if a barefoot criminal fled the scene of the crime (which, personally, I'm thinking is Will Shortz's brain, that's how bad this pun is), he or she would not be apprehended because the police couldn't match the toe prints.
