Not Cate Blanchett Getting Carte Blanche AGAIN!

Here's this week's NPR Sunday Puzzle:
Name a famous actor or actress whose last name ends in a doubled letter. Drop that doubled letter. Then insert an R somewhere inside the first name. The result will be a common two-word phrase. What is it?
Oh, wait. Wrong one.

Here's THIS week's NPR Sunday Puzzle:
Take the name of a well-known actress — four letters in the first name, nine letters in the last. Insert a letter between the second and third letters of the first name. Remove the last two letters of the last name. The result is a two-word phrase that means "freedom."
In case you missed it, they're the same actress and same two-word phrase. CATE BLANCHETT and CARTE BLANCHE. The only real mystery is whether the Puzzlemaster knew or cared that he was repeating himself.
